Advancing American AI Technology Stack Exports – The White House Advancing American AI Technology Stack Exports – The White House

The White House just launched the American AI Exports Program. It’s a full-throttle push to boost US dominance in AI tech on the global stage. This new national effort aims to promote export of complete American AI packages—hardware, software, cloud services, security, and applications.

The order signed on July 23, 2025, instructs the Secretary of Commerce to launch the program within 90 days. The Department of Commerce will call for industry consortia proposals to build and deploy these full-stack AI systems internationally.

Proposals must cover:

– AI-optimized hardware (chips, servers) and manufacturing details
– Data pipelines and labeling systems
– AI models and operational systems
– Cybersecurity measures for AI
– Specific AI applications (healthcare, education, agriculture, transportation)

Target countries or regions must be named, plus business and support plans. Federal incentives and compliance with export controls are also required.

The program will be overseen by multiple departments including State, Defense, Energy, and OSTP. Priority export proposals will get fast-tracked support with federal financing tools such as loans, equity investments, and political risk insurance.

The Economic Diplomacy Action Group (EDAG) led by the Secretary of State will coordinate US financial and diplomatic resources to back AI exports globally.

This move aims to reduce reliance on AI tech from adversaries and lock in American leadership internationally.

Donald J. Trump signed the executive order to make this happen:

> By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, it is hereby ordered:
>
> Artificial intelligence (AI) is a foundational technology that will define the future of economic growth, national security, and global competitiveness for decades to come. The United States must not only lead in developing general-purpose and frontier AI capabilities, but also ensure that American AI technologies, standards, and governance models are adopted worldwide to strengthen relationships with our allies and secure our continued technological dominance. This order establishes a coordinated national effort to support the American AI industry by promoting the export of full-stack American AI technology packages.

The launch follows growing concerns over foreign AI tech influence and supply chain risks. US policy now directly targets expansion of homegrown AI across global markets.

Watch this space as the Department of Commerce starts rolling out call for proposals and the race to build priority American AI exports heats up.
