Chinese Premier Li Qiang pushed for global AI governance at the World Artificial Intelligence Conference (WAIC) in Shanghai.

He warned about security risks amid the tech race between Beijing and Washington.

Li called for a global consensus on balancing AI development and security.

He announced a new Chinese-led group to promote AI cooperation and open-source development, aiming to stop AI from being controlled by a few countries and companies.

The event comes as US-China tensions escalate. The US recently cut AI regulations to keep dominance and limited chip exports to China over security concerns.

Chinese startups like DeepSeek are racing to match US AI tech despite chip restrictions.

Li, without naming the US, slammed monopolies and called for open access to AI tech to avoid chip shortages and talent blockades.

“Only by adhering to openness, sharing and fairness in access to intelligence can more countries and groups benefit from (AI),” Li said.

UN Secretary-General Antonio Guterres called AI regulation a “defining test of international cooperation” during the WAIC opening.

Over 800 companies are at the conference with 3,000 tech innovations. Chinese heavyweights Huawei and Alibaba lead, but US giants Tesla, Alphabet, and Amazon are also present.
