Trump administration is rolling out three AI executive orders ahead of its AI Action Plan launch on July 23.

The orders target AI infrastructure, U.S. tech exports, and rooting out “woke” or biased content in large language models, especially those used by the federal government.

First order pushes the Department of Energy to fast-track new data centers and address energy and permitting challenges tied to AI’s massive computing needs.

Second order ramps up export support for U.S.-made AI tech with help from the U.S. International Development Finance Corporation and Export–Import Bank.

Third order goes after “woke AI,” aiming to remove ideological bias from federally procured AI tools. David Sacks and Sriram Krishnan are said to lead this push.

The full AI Action Plan will boost AI use in government, including in the Defense Department, and set up a DHS-led AI cyber threat center. DHS will also issue ongoing AI cybersecurity guidance for the private sector.

NIST will update its AI Risk Management Framework but strip out mentions of diversity, misinformation, and climate change.

Open-source AI projects will get a spotlight for transparency. Data center permitting will get streamlined, and workforce development will target education and training across all levels.

The plan also aims to keep the U.S. competitive globally by promoting “secure-by-design” AI exports and countering China’s influence in tech standards and multilateral groups.

White House spokeswoman Victoria LaCivita said this about the plan:

“The [AI Action Plan] will deliver a strong, specific and actionable federal policy roadmap that goes beyond the details reported here and we look forward to releasing it soon.”
